University Board of Overseers

The development of V. N. Karazin Kharkiv National University, creation and implementation of programs on its interaction with partner foreign institutions of higher education largely depend on the activities of the Board of Overseers, which not only ensures the University's functioning as a national institution, but also controls scientific and educational activities carried out on the basis of autonomy, self-government, and interaction with public authorities and local self-government in Ukraine. The decisions of the Board of Overseers, adopted within its competence, are aimed at the development of Karazin University as a modern national institution of higher education and are mandatory for consideration by the institution’s administration. They are taken into account during the control by relevant public authorities.

The competence of the Board of Overseers includes the following issues: promoting the implementation of the strategy of long-term development of the institution; popularizing its achievements in research and education; assisting the University administration in implementing state policy in higher education and science; supervising property management; attracting financial resources to ensure the University’s activity and monitoring their use; ensuring effective interaction of the institution with public authorities, scientific community, socio-political and commercial organizations; participating in the creation of educational, scientific, financial strategy and development prospects of the University; assisting in the creation and development of modern material and technical facilities and social infrastructure; proposing amendments to the Charter for consideration by the Academic Board, etc.

The tasks of the Board of Overseers, its powers and rights, organizational issues regarding the activities of its members are enshrined in the Regulations on the Board of Overseers of V. N. Karazin Kharkiv National University. These Regulations are developed on the basis of the Laws of Ukraine "On Education", "On Higher Education", and the University Charter. The Regulations on the University Board of Overseers are adopted by the Chairman of the Board of Overseers with the approval of the University Academic Board. The term of office of the Board of Overseers is 5 years. Its composition is elected by the University Academic Board and approved by the Ministry of Education and Science of Ukraine. The University employees cannot be members of the Board of Overseers.

The organizational form of the Board of Overseers’ work is meetings held at least once a year. The decisions of the Board of Overseers are adopted by a majority of its members. In the event of a tied vote, the Chairman's vote is decisive. The decisions of the Board of Overseers are documented in the minutes, which are signed by the chairman of the meeting. They are mandatory for consideration by the University administration.

  • Oleksandr Kahanovskyi — Head of AS Capital Management LLC, Secretary of the Board;
  • Zurab Alasania — journalist, Chairman of the Board of the UA: Public Broadcasting;
  • Viktor Bariakhtar - Honorary Director of the Institute of Magnetism of the NAS of Ukraine and the MES of Ukraine, Hero of Ukraine, Academician of the NAS of Ukraine, Full Professor, Doctor of Physics and Mathematics;
  • Liudmyla Bielova — Director of the Kharkiv Regional Institute of Public Administration of the National Academy of Public Administration under the President of Ukraine, Doctor of Sociology, Full Professor
  • Anatolii Bondarenko— Honorary Consul of the Republic of Slovenia in Kharkiv;
