Actual areas of management of social services

Social changes caused by socio-economic crises, political reforms, socio-cultural transformations, pandemics, military actions create new conditions and exacerbate dangers and risks for the functioning of social services in various countries of the world. In modern society, social services must be flexible, competitive, self-organized, oriented to consumers of social services. This actualizes the change of approaches to the management of social services, the introduction of new and modernization of existing management methods.

The purpose of the research is to develop a set of recommendations for managers of social services in Ukraine on the possibilities of introducing (activating) certain areas and certain management methods in response to the existing challenges of the external and internal environment, based on the results of theoretical analysis and empirical research.

The results of two reconnaissance studies, which will be conducted in 2022 and 2023, formed the empirical basis of the research work. The first study was conducted using semi-structured interviews with managers and leading specialists of state and non-state social services in the city of Kharkiv, Poltava, Sumy and Donetsk regions. The obtained data made it possible to find out how the external and internal environment are perceived, what the interviewees see as the most significant characteristics of their organization in the conditions of war. The second study was conducted using an online survey of managers and employees of state and communal social services in the city of Kharkiv and the Kharkiv region with the organizational support of the Kharkiv regional public organization "Professional League of Social Workers of the Kharkiv Region" and the Center for Social Services of the Kharkiv Regional Military Administration. As part of this survey, respondents were asked questions about the features of the management system of social services during the war.

Theoretical analysis and empirical research allowed us to determine the actual problems of the management of social services in the conditions of the war in Ukraine. The importance of implementing on a regular basis technologies for monitoring and evaluating the activities of social services, fundraising, and organizing work with volunteers was proven. Personnel work in social services remains important in connection with increased professional risks, overload, difficult emotional state and deterioration of mental health of specialists in war conditions. It was found that the management of these organizations is increasingly carried out according to the principles of a situational approach. Four possible strategic options for the activity of social services in the conditions of war in Ukraine were also characterized.

According to the results of the implementation of the research topic, 24 scientific works were published, including 14 articles in scientific publications and 10 theses at conferences:

The results of the research work were used during the development and implementation of the program of advanced training courses in the specialty "Social work" for employees of social service centers, social welfare departments, services for children and families of the Kharkiv region, which are conducted by the Department of Management Sociology and Social work in cooperation with the Center of Social Services of the Kharkiv Regional State (Military) Administration on the basis of the Center for Postgraduate Education and Correspondence (Distance) Education of Kharkiv National University named after V. N. Karazin.

The results of the research work were also used in the educational process for meaningful updating of individual topics of the educational disciplines "Social work management", "Social work in the community", "Sociology of management", "HR management in social work", the list of tasks was updated and supplemented and types of work of students during industrial practice in the specialty 231 Social work.

Theoretical and empirical materials were used by students of the educational programs "Social Work" and "Social Management" within the framework of preparation of master's and bachelor's theses. In 2023, the master's theses of Puzyryova O. ("Social service management under martial law") and Shumeiko O. ("Innovative technologies in the management of state social services in Ukraine") were prepared and defended on the subject of research work.
