Winter Admission
Purpose of the Project
The purpose of implementing the experimental project “Open Path to Higher Education” is to overcome educational losses caused by the temporary occupation of Ukrainian territories or the large-scale armed aggression of the Russian Federation against Ukraine, and to preserve human capital by improving the level of preparation of Ukrainian citizens for entrance examinations and competitive selection for higher education.
Application Deadlines
Applications for enrolment as a participant of the Preparatory Department shall be submitted to the Preparatory Department “Open Path to Higher Education” of V. N. Karazin Kharkiv National University from 20 January 2026 to 20 February 2026.
Enrolment of participants of the Preparatory Department shall be completed no later than 1 March 2026.
Format of Study
The following forms of study are used to organize the educational process:

full-time (daytime);
-
distance learning.
The educational programme includes training in each compulsory subject amounting to 90 hours of direct participation in the educational process and contains at least one elective subject with the same workload.
The training is completed with final assessment (certification) in the subjects studied.
Graduates of the Preparatory Department are individuals who have fully completed the curriculum, mastered the syllabi of the relevant disciplines, and successfully passed the final examinations in each subject.
Eligibility and List of Documents
The right to enrol as a participant of the Preparatory Department is granted to Ukrainian citizens belonging to the following categories:

residents of territories temporarily occupied by the Russian Federation, territories of active hostilities, or territories where hostilities may occur, included in the relevant list approved by the Order of the Ministry for Development dated 28 February 2025 No. 376, who were unable to participate in the admission campaign;
-
persons deprived of personal liberty as a result of armed aggression against Ukraine, after their release;
-
persons discharged from military service of all categories after 24 February 2022;
-
Ukrainian citizens currently performing military service who have the opportunity, willingness, and command approval;
-
Ukrainian citizens who have returned from abroad;
-
Ukrainian citizens currently staying abroad;
-
persons registered for the National Multi-Subject Test who did not attend the test and do not belong to the categories specified in items 1–5;
-
persons who failed the National Multi-Subject Test;
-
graduates of the final year of general secondary education institutions, vocational education institutions, or professional pre-higher education institutions.
The above-mentioned individuals may acquire the status of a participant of the Preparatory Department provided that they have obtained full general secondary education (or are completing it in the current academic year) and have not previously studied at a Preparatory Department and/or have not acquired the status of a higher education student at the first or second level of higher education funded by the state budget (except for persons who did not commence studies) and/or funded by individuals or legal entities.

Application Form and Submission Procedure
To acquire the status of a participant of the Preparatory Department, applicants shall submit an application indicating:
-
surname, first name, patronymic (if available), date of birth, passport details;
-
details of the document confirming full general secondary education (if available in the Register of Education Documents of the Unified State Electronic Database on Education), or information on submission of a certified copy of a document not included in the Register;
-
or information on the issuance of a certificate confirming study in the final year of a general secondary, vocational, or professional pre-higher education institution;
-
the applicant category under the experimental project specified in paragraph 3 of this Appendix and details or electronic copies of supporting documents;
-
form of study (full-time/distance); elective subject (in case of choosing a foreign language, the language must be selected from the proposed list);
-
source of funding (state budget funds in cases defined by paragraph 22 of the Procedure for Implementation of the Experimental Project, or funds of individuals and/or legal entities).
The electronic application must be accompanied by a motivation letter and copies of documents confirming eligibility for admission to the Preparatory Department. These documents must be certified with a qualified electronic signature and sent to the designated email address.
If training is funded by individuals and/or legal entities, a contract on financial obligations for tuition payment shall be concluded. The contract may be concluded remotely using qualified electronic signatures, including by accepting a public offer.
The enrolment order is issued by the Rector based on the decision of the Admissions Committee. If a participant of the Preparatory Department fails to commence studies within 10 calendar days from the official start date without valid reasons, the enrolment order shall be cancelled in the part concerning that individual.
