
Oleksandr Holovko
Biography

In 1993, he graduated with honors from Kharkiv State University (now V. N. Karazin Kharkiv National University), earning a degree in Political History.

In 2004, he graduated with honors from the National University of Internal Affairs (now Kharkiv National University of Internal Affairs), earning a degree in Law.

In 1997, he defended his PhD dissertation titled “Kharkiv Municipal Self-Government in 1893–1917” and was awarded the academic degree of Candidate of Historical Sciences, specializing in 07.00.01 – History of Ukraine.

In 2006, he defended his Doctoral dissertation titled “The Public Finance Management Apparatus of the Russian Empire in the Ukrainian Territories (Late 18th – Early 20th Centuries): Organizational and Legal Principles of Operation” and obtained the Doctor of Legal Sciences degree in the specialty 12.00.01 – Theory and History of State and Law; History of Political and Legal Doctrines.
Professional Experience:

From 1993 to 1997, he held positions as Lecturer at the Department of Socio-Economic Disciplines of the Kharkiv Art and Industrial Institute, Lecturer at the Department of Ukrainian History of Kharkiv State University, and Researcher, Head of Department at the State Scientific and Production Center for Insurance Documentation of Ukraine.

From 1997 to 2015, he served in the internal affairs bodies of Ukraine, retiring with the rank of Police Colonel. From 1997 to 2016, he worked as Senior Research Fellow, Head of the Department for Research Organization, Associate Professor, Professor at the Department of Theory and History of State and Law, First Vice-Rector for Academic Affairs, First Vice-Rector for Academic and Research Affairs, and First Vice-Rector of Kharkiv National University of Internal Affairs.

From 2016 to 2021, he served as Professor and Head of the Department of Public Law Disciplines at the School of Law, V. N. Karazin Kharkiv National University.

From 2021 to 2025, he held the position of Vice-Rector for Academic and Educational Work at V. N. Karazin Kharkiv National University.

Since 2025, he has been serving as Assistant to the Rector and Advisor to the Rector on the State Language at V. N. Karazin Kharkiv National University.
