Regulations on the organization of inclusive education at the V. N. Karazin Kharkiv National University

1. General provisions

1.1. Regulations on the organization of inclusive education at the V. N. Karazin Kharkiv National University (hereinafter referred to as the Regulations) define the organizational principles of inclusive education at the University in order to implement the right of higher education students with special educational needs to high-quality higher education, taking into account the needs and capabilities of such persons.

1.2. The Regulations are developed in accordance with the Law of Ukraine «On Higher Education», «Procedure for the Organization of Inclusive Education in Higher Education Institutions», approved by Resolution No. 635 of the Cabinet of Ministers of Ukraine dated July 10, 2019, «Procedure for Providing Support to Persons with Disabilities and Other People with Limited Mobility at the V. N. Karazin Kharkiv National University», approved by the Order of the Rector No. 0211-1/290 dated May 31, 2018, the Charter of the V. N. Karazin Kharkiv National University, orders and decrees of the Rector and other normative documents.

1.3. V. N. Karazin Kharkiv National University (hereinafter referred to as the University) provides educational services to higher education students on an equal basis, without discrimination, regardless of age, citizenship, place of residence, gender, skin color, social and property status, nationality, language, origin, state of health, attitude to religion, criminal record, as well as other circumstances, with the use of student-oriented teaching methods and taking into account the individual characteristics of the educational and cognitive activity of all higher education students, recommendations provided by an individual rehabilitation program for a person with a disability (if any) and/or a report on a comprehensive psychological and pedagogical assessment of the child’s development (if any) provided by an inclusive resource center.

2. Main areas of activity

2.1. The Rector of the University, in accordance with a written application submitted by a higher education student with special educational needs or one of their parents (other legal representatives), as well as an individual rehabilitation program for a person with a disability (if any), and other documentation confirming that a person has special educational needs, establishes an inclusive group, i. e. a group including one or more persons with special educational needs who study together with other higher education students.

2.2. The formation of an inclusive group at the University and the termination of its activities shall be carried out in accordance with an order of the Rector.

2.3. The total limit number of higher education students with special educational needs in one group shall be determined based on the individual features of the educational activity of such higher education students, as well as the specialty, suitability and accessibility of classrooms, etc.

2.4. For the purpose of organizing inclusive education at the University, there may be a group of psychological and pedagogical support (hereinafter referred to as the Group) created from among representatives of the current staff.

2.5. The Group is created by an order of the Rector of the University at the request of the Educational Center for Socio-Educational and Extracurricular Activities of the Education Quality Assurance Department (hereinafter referred to as the Center).

2.6. The Group shall plan, carry out and monitor the organization and implementation of inclusive education at the University.

2.7. The Group shall cooperate with structural subdivisions of the University on the organization of inclusive education and provision of psychological and pedagogical support for higher education students with special educational needs.

2.8. To ensure the activities of the Group, the Center shall involve scientific and pedagogical staff of the University, representatives of the administration, as well as, if necessary, representatives of the School of Psychology, School of Medicine and School of Sociology, employees of the Legal Department of the University, specialists of the Education Quality Assurance Department, representatives of the student self-government bodies and the Trade Union Organization of Undergraduate, Postgraduate and Doctoral Students (by agreement).

2.9. The tasks of the Group include the following:

2.9.1. cooperation with structural subdivisions of the University on the organization of inclusive education and provision of educational and rehabilitation support for higher education students with special educational needs, which includes, in particular:

2.9.1.1. educational and organizational support — assistance to the participants of the educational process in the organization of the educational process, writing and monitoring of the implementation of an individual curriculum for a higher education student with special educational needs, organization of individual consultations, etc.;

2.9.1.2. psychological and pedagogical (psychological-andragogical) support — systematic activities that include the provision of psychological and pedagogical assistance to higher education students with special educational needs during the educational process;

2.9.1.3. social support — measures aimed at creating conditions for social and socio-living support of higher education students with special educational needs, including providing information and assistance in accommodation in a dormitory, obtaining technical means of rehabilitation, organization of volunteer assistance to support such higher education students.

2.9.2. development of individual curricula for higher education students with special educational needs, monitoring of their implementation and making changes to them.

2.9.3. organization of training (professional development) of scientific and pedagogical staff of the University, social workers and volunteers to work with higher education students with special educational needs through lectures, seminars, trainings, round table meetings, etc.

2.9.4. consultation and provision of methodological assistance to scientific and pedagogical staff of the University regarding the organization of the educational process of higher education students with special educational needs.

2.9.5. conducting informational and educational activities on the formation of a tolerant attitude towards higher education students with special educational needs.

2.9.6. cooperation with institutions of social protection of the population and non-governmental organizations for the purpose of volunteer activities aimed at supporting higher education students with special educational needs.

2.9.7. development of documents on the organization and implementation of inclusive education at the University.

2.9.8. planning, organization and coordination of work to ensure favorable conditions for learning, extracurricular activities, social and psychological support for higher education students with special educational needs.

2.9.9. coordination of the work of vice deans for educational work and curators of academic groups on issues related to the organization and implementation of inclusive education.

2.9.10. provision of free psychological support to students of Karazin University.

2.10. An individual curriculum of a higher education student with special educational needs shall be developed with their participation, taking into account recommendations provided by an individual rehabilitation program of a person with a disability (if any) and/or a report on a comprehensive psychological and pedagogical assessment of the child’s development (if any), signed by the higher education student and approved by the Rector of the University.

2.11. In order to ensure proper conditions for providing educational and rehabilitation support, the University may equip resource rooms, premises for providing consultations with a psychologist, rest, personal hygiene and medical care, as well as physiotherapy exercises halls.

2.12. A higher education student with special educational needs may be accompanied by their parents (other legal representatives) or persons authorized by them, as well as social workers and volunteers.

3. Financing issues

3.1. The University provides educational services to higher education students with special educational needs at the expense of the state budget and by other sources not prohibited by law.
