Policy raising funds and other resources (fundraising) of V. N. Karazin Kharkiv National University

Introduction.

The Policy of Raising Money and Other Resources (Fundraising Policy) of V. N. Karazin Kharkiv National University (hereinafter referred to as the Policy) is a policy paper aimed at developing the established practices of raising money and other resources (fundraising activities) based on Karazin University values, namely, openness, creativity, patriotism and humanism. The Policy involves creating a system to attract additional financial and other resources to support the University during the wartime and post-war period.

The policy meets the requirements of the current legislation.

Mission.

To create an efficient comprehensive system of measures to function in the university with the aim to attract financial and other resources to ensure the stability and sustainable development of Karazin University.

Objective.

To expand cooperation with non-governmental and international organizations, governmental institutions, business, science and culture representatives in order to support, restore and develop the University activity.

Strategic objectives.

  1. To create an effective mechanism to ensure the university financial stability.
  2. To implement an effective system of cooperation with domestic and international donors.

Policy of raising funds and other resources implementation.

To achieve the strategic goals, the University needs:

– to establish cooperation with higher education institutions-partners of the University, with Ukrainian and international organizations, charitable foundations, the public sector and other institutions;

– to work with opinion leaders, business, education, science and culture representatives with an emphasis on raising funds and other resources;

– to maintain the high reputation of V. N. Karazin University and to promote raising funds and other resources (fundraising) in the university community;

– to create conditions for institutional support of fundraising activities at the university;

– to create a domestic policy system aimed at efficient and transparent funds use;

– to introduce partnership programs in order to encourage educational and scientific activity support;

– to develop and improve programs for raising funds and other resources on a regular basis.

The main sources of additional funding.

Funds, international technical assistance:

  • Grants;
  • Scholarships;
  • Technical assistance.

Governmental institutions:

  • Grants;
  • Contracts;
  • Financial assistance.

Business:

  • Donations;
  • Social sponsorship;
  • In-kind contributions;
  • Free employees᾿ working time ˮrentˮ or free consultations as part of the firm᾿s service.

Non-governmental organizations:

  • Partnerships.

University activities/self-financing:

  • Services sale.

Individuals:

    • Single small donations (crowdfunding);
    • Permanent (regular) donations;
    • Property;
    • University services purchase;
    • Donations within campaigns and events;
    • Volunteering.

When working with certain funding sources, the university can act: 

    • as a grant recipient — to receive donor support to implement projects in order to strengthen the university institutional capacity;
    • as a beneficiary — a charity recipient that receives assistance from one or more benefactors to achieve the goals set out in the Law ˮOn Charitable Activities and Charitable Organizationsˮ;
    • as a partner — a joint partnership program and/or donor support coordination, if the mission and purpose correspond the university purpose;
    • as a special partner — a facilitator for sponsors and benefactors who intend to provide assistance to reinforce  implementation and further development of the projects supported by the university.

Policy implementation tools.

The main Policy implementation tools are institutional and partnership programs that attract investments in V.N. Karazin University development:

ˮBusiness Trustees Communityˮ is an institutional program of the University that helps to involve sponsors, patrons, investors and business trustees in the educational and scientific activities and to create an educational product attractive for external investments. The university will work to create a platform for transparent and stable communication among governmental institutions, international organizations, business representatives and civil society.

Educational Сharity is a partnership program aimed to attract philanthropists and patrons to promote education and science charity, to support educational products, and increase the investments in the university educational and scientific environment at the regional, national, and international levels.

Endowment financing is a program according to which funds are invested in profitable financial instruments and the investment income is used for the purposes the funds were raised for. The investment income received from the endowment fund can be used the following way: 

  • to support students financially by reducing tuition fees for students from military families, etc.; 
  • to finance certain departments/ faculties/ institutes and to allocate financial awards to outstanding scientists and researchers; 
  • to finance the scientific research, new programs and projects; 
  • to create modern scientific laboratories and finance their activities. 

Thus, the main features of endowment funds are the exclusively targeted nature of the implementation and funds inviolability.
