Online Dormitory Residence Registration

Since August 25, students can register their place of residence in a dormitory online through the Diia portal (website) as part of the “Change of Place of Residence” service, without visiting the Administrative Services Center (CNAP).

Who can use the service:

• Citizens of Ukraine who have an ID card (passport in card form);

• Aged 14 and older;

• Have a taxpayer registration number (RNOKPP).

Currently, the service is only available to persons who are not subject to military service. The Ministry of Digital Transformation, together with the Ministry of Defense of Ukraine, is working on restoring this possibility for everyone.

Steps before submitting an application for change of residence

You need to go to the administration of the student campus of the university at 11 Otakara Yarosha St., Kharkiv, with the following documents:

• ID card (copy + original)

• Certificate of place of registration (copy)

• Taxpayer identification code (copy + original)

• One 3×4 photo

• Certificate of fluorography examination

• Certificate from the dean’s office confirming student status at the university

• Fill out an application for accommodation and a joining agreement to the Dormitory Lease Contract of V. N. Karazin Kharkiv National University

• Make payment for accommodation

How to apply?

Select the “Change of Place of Residence” service.

1. Indicate that you want to register your residence in a dormitory, choose the educational institution and the dormitory address from the list.
2. Sign the application with a Qualified Electronic Signature (QES) or Diia.Signature.
3. A representative of the educational institution provides online consent for registration.
4. Pay the administrative fee.
5. The application is automatically submitted to CNAP or the registration authority.

Processing time — 1 day. The Result — registered place of residence in the dormitory and an updated extract of the place of residence.

Important notes

• You don’t need to apply separately for deregistration at your home address — the online service includes both deregistration at the old address and registration at the new one.

• If your place of residence is registered in the temporarily occupied territories, online registration in the dormitory will affect your IDP (internally displaced person) status. However, you can personally visit CNAP and register your place of residence without deregistering from the occupied territory — in this case, your IDP status will remain valid.
