Meeting of the Minister of Education and Science with Rectors of Higher Education Institutions in Ukraine’s Frontline Regions

A meeting between the rectors of higher education institutions from the Kharkiv, Sumy, and Zaporizhzhia regions and the Minister of Education and Science, Oksen Lisovyi, as well as the Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, was held within the walls of Karazin University.
Karazin University was represented at the event by Rector Tetyana Kaganovska and Vice-Rector for Academic Affairs Anatolii Babichev.

In his address to the meeting participants, the Minister of Education and Science of Ukraine emphasized that strengthening and developing higher education is one of the priority tasks set by President Volodymyr Zelenskyy.
“We discussed a support program for universities located in frontline areas. The first amount allocated by the Ministry of Education and Science of Ukraine totals 300 million UAH. This funding is intended to support higher education institutions in the Kharkiv, Sumy, and Zaporizhzhia regions. In the future, the program will be expanded to other frontline regions. A new educational infrastructure will be created under this program to enable safe in-person learning,” Oksen Lisovyi noted.

The Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, stressed that the development of safe spaces for students is a necessity of the present.
“Only with a safe environment will we be able to motivate applicants to enroll in our leading educational institutions — including foreign students,” emphasized Oleh Syniehubov.

In her speech, Karazin University Rector Tetyana Kaganovska expressed gratitude to the state leadership, the Ministry of Education and Science, and the Kharkiv Regional Military Administration for their significant and systematic support of universities for the sake of the country’s resilience.
“It is not easy for us to preserve our achievements, but we are growing. Right now, we strive to provide our students with the opportunity to immerse themselves in education and science in safe conditions and to motivate them to remain in our resilient city. We feel the support of the state, continue to support one another, and are grateful for the opportunities that allow us to work in frontline cities, preserve education, science, our teams, and our students,” said Tetyana Kaganovska.

The participants also discussed the urgent needs and challenges faced by universities in frontline regions during wartime.
The event concluded with a ceremonial awarding of educators and scientists who were granted honorary titles by the Decree of the President of Ukraine:

  • “Honored Scientist and Technician of Ukraine” – awarded to Director of the Educational and Research Institute of Chemistry, Oleh Kaluhin

  • “Honored Worker of Culture of Ukraine” – awarded to Director of the Yermilov Center for Contemporary Art and Cultural-Educational Center, Nataliia Ivanova

  • “Honored Healthcare Worker of Ukraine” – awarded to Head of the Department of Dentistry of the Medical Faculty, Andrii Nikonov

  • “Honored Worker of Physical Culture and Sports of Ukraine” – awarded to Head of the Department of Physical Education and Sports, Volodymyr Temchenko
