
Training “EU Common Policies: Experience for Ukrainian Civil Servants” — We Invite to Join!
We invite everyone interested to participate in the training “EU Common Policies: Experience for Ukrainian Civil Servants” as part of the project “Eastern Ukrainian Centre of European Studies (EAUCES — ERASMUS-JMO-2024-COE 101176972),” implemented at V. N. Karazin Kharkiv National University.
The purpose of the training: The training aims to familiarize civil servants with the European Union’s decision-making system, administration, and budgeting processes. Representatives of executive authorities and local self-government will receive practical recommendations on integrating European approaches into their management practices. Special emphasis will be placed on using EU tools and practices in the context of decentralization, digital governance, public engagement, and transparency of processes.

The Training Includes 4 Thematic Modules:
Decision-Making System in the EU
Lecturer: Valerii Reznikov
2 hours of lecture + 2 hours of practical session
Participants will explore the institutional architecture of the EU, the decision-making procedures, division of competences, and modern approaches to policy formation in public governance.
EU Multiannual Financial Framework: “Horizon Europe”
Lecturer: Maksym Kolisnyk
2 hours of lecture + 2 hours of practical session
This module covers EU financial mechanisms, focusing on the “Horizon Europe” program as a key instrument for funding scientific, technological, and innovation initiatives. Special attention will be given to how Ukrainian institutions can adapt EU planning and reporting approaches.
Sources, Subjects, and Succession in Public International Law. European Court of Human Rights
Lecturer: Oksana Tsukan
2 hours of lecture + 2 hours of practical session
Participants will study the basics of public international law, the role and functions of the European Court of Human Rights (ECHR), and the legal mechanisms of enforcement within the European space. The practical session will focus on analyzing ECHR rulings and their impact on national legal systems.
Budget Processes in the EU: Lessons for Ukraine
Lecturer: Alina Cherviatsova
2 hours of lecture + 2 hours of practical session
This module explores the structure, principles, and procedures for drafting, adopting, and executing the EU budget. The practical work will include a comparison with Ukrainian realities and identifying optimal ways to harmonize processes.

When Will the Training Take Place?
The training is scheduled for June 14–15 and 21–22, 2025 (from 10:00 to 14:00).
