Karazin University Hosts International Scientific Congress “Public Administration of the 21st Century: Key Challenges in the Post-War Reconstruction”

On June 5, 2025, Karazin University became a platform for discussing key issues of public administration in the context of post-war reconstruction by organizing the International Scientific Congress “Public Administration of the 21st Century: Key Challenges in the Post-War Reconstruction.” The event brought together 250 participants from various regions of Ukraine and abroad, reflecting strong interest in the congress’s theme.
This year’s congress marked a milestone anniversary — 25 years since the first meeting that began the tradition of academic discussions in the field of public administration. The main goal of the event was to summarize the results of scientific research in public administration and governance, exchange state-building practices, and develop proposals to improve the effectiveness of public authority and local self-government institutions.
Welcome addresses were delivered by:

Maksym Havryliuk, Head of the Central Interregional Department of the National Agency of Ukraine on Civil Service;

Phil Hatch, workforce and economic development expert, international consultant on human capital;

Oleksii Oleksandrov, partner of the Baltic International Academy (Riga);

Hens Bereng, Swedish volunteer supporting Ukraine;
-
Larysa Komakha, Director of the Education and Research Institute of Public Administration and Civil Service at Taras Shevchenko National University of Kyiv;

Mykola Yizha, Director of the Institute of Public Administration and Sustainable Development at Odesa Polytechnic National University;
-
Liubomyr Pylypenko, Director of the Institute of Administration and Postgraduate Education at Lviv Polytechnic National University;
-
Yevhenii Borodin, Director of the Education and Research Institute of Public Administration at Dnipro Polytechnic National Technical University.
The keynote speaker of the congress was Ella Libanova, Academician of the National Academy of Sciences of Ukraine, Professor, and Director of the Ptukha Institute for Demography and Social Studies. In her speech, she focused on the social and demographic challenges facing Ukraine in the context of post-war reconstruction.
During the event, several memorandums of cooperation were signed:

between Karazin University and the Central Interregional Department of the National Agency of Ukraine on Civil Service;
-
between Karazin University’s Institute of Public Administration and the heads of local communities, including the Tsyrkuny, Zlatopil, Bobrovytsia (Chernihiv region), and Zazymia (Kyiv region) communities;
-
between the Institute of Public Administration of Karazin University and the NGO “Eastern European Union of Scientists.”
The congress was held in a hybrid format, allowing broad participation from scholars, practitioners, and civil society representatives.
